Reuters reports that the bags were dropped by an activist group calling themselves Green Drone, in an effort create awareness arounds its efforts to legalise the drug in Israel.
According to the Jerusalem Post, Green Drone advocates for the legalisation of cannabis in Israel.
Recreational use of the drug is prohibited in the country, while the use of cannabis for medicinal purposes is allowed.
Those who found themselves in the area rushed to helped themselves to the free handout, picking them up from the floor.
Two men who operated the drone have been arrested since the incident.
Tel Aviv police released a statement to say that they believe the small plastic bags contain a dangerous drug and released photos to warn the public.
In messages conveyed by the activist group, they have promised to continue dropping a kilo of cannabis every week, over different parts of the country, reports Insider.
